They are caused by voltage fluctuations in the network and appear as flickering light. Different than other irregularities in network voltage, flickers rarely affect machines and plants since the fluctuations tend to be small. However, the human eye does indeed register this phenomenon which causes significant health problems when experienced for longer periods of time (e.g., at the workplace).
